It'd be nice if President Trump signed some EO or otherwise told Americans that they don't have to follow their state's Chinese Virus protocols after the rioters and looters were allowed to roam free.

Outside of Trump giving the country permission to legally resist these authoritarian laws (i.e, supremacy clause) I don't see how we will avoid another lockdown like the one we just got out of. If that happens, a recession/depression is almost certain.
