Tucson used to be the busiest sector for human trafficking, but that shifted to the Rio Grande Valley several years ago. It takes years of personnel policies to react to that.

These low numbers are simply a temporary legal win for the Trump Administration. When COVID is done we will be back to fighting the old legal battles and the numbers will be back up.
