Those 2016 and 2017 pictures are different garages. And the 2019 picture is blurry but it looks like it could be looped around a few times. This one shows it better. It's the same knot as 2019.

We used to tie them in scouts when we were bored in camp (I know what a bunch of klansters...). If you just pull the knot not the loop it will pull right through. I imagine some crew member on a rainy day was bored and saw a rope hanging there and tied a noose in it as an innocent joke. When it rains at the track there is little to do but wait around.

A noose would tighten around your hand when you used it to close the garage door. It was not a noose tied as a joke, it was literally not a noose.
There are two knots that look very similar. One tightens, the other just provides a loop with a large knot above it. Good for holding on to.
