We used to tie them in scouts when we were bored in camp (I know what a bunch of klansters...). If you just pull the knot not the loop it will pull right through. I imagine some crew member on a rainy day was bored and saw a rope hanging there and tied a noose in it as an innocent joke. When it rains at the track there is little to do but wait around.
Except every garage door at that raceway has these hand pulls. It looks really odd when your the only driver without a garage pull loop anymore. They'll probably call the FBI out again when they realize there are more.

A noose would tighten around your hand when you used it to close the garage door. It was not a noose tied as a joke, it was literally not a noose.
There are two knots that look very similar. One tightens, the other just provides a loop with a large knot above it. Good for holding on to.

The lead comes out the bottom in the kreh fishing knot. This one comes out the top. Still sounds like a hoax but this is a noose
