This proves to me that they do believe the masks work but originally thought, "screw black people...let them be at greater risk." When facing the choice of what to do next, they opted for everyone wearing masks so they have to believe it's much more important for "safety" reasons.
It also explains their clearly antagonistic reaction when they were flooded with complaints. The greater the reaction, the more accurate the accusation.
By exempting black people they are implicitly admitting that forcing humans to wear a mask is a form of oppression.
Either that, or they actually do believe masks help stop covid but they are actively trying to kill black people. It can’t be both.
