the governor is an asshat and keeps slow walking everything. the running joke is that he spins this "wheel of fortune" everyday to decide which arbitrary thing hes going to "allow" to open up or advance to the next phase. he doesnt even let his own health officials see the data he uses to determine things and still wants to push a federal borrowing scheme (bailout)
