Is it that resume builder option USAJOBS has on their site, and is it a separate program/website that builds your resume for you?

I applied about 10 years ago with the govt and had to rent a book from the library to show me how to do my 6-8 page resume. It was useless, all based on keywords. Then I found out that I lost 10 points right away for not being a veteran.
