Not sure how many 'pedes remember this, but early in 2016/2017 Trump had a policy position of eliminating the existing immigration system entirely and replacing it with a purely merit-based one. Highly skilled labor is desirable as they make domestic businesses more competitive and prosperous when stolen from other countries, so long as they clearly don't take a job an American would otherwise do.

Now, given all that, look at what Trump did in the span of one week:

  • Eliminated H1B, L1, J1 visa acceptances via EO
  • Pushed for increased scrutiny on the PERM portion of EB visas (the part where they validate if the job could be done by Americans) via the same EO
  • Pushed via EO a policy to hire based on merit, and not degree, something Indians and Chinese were abusing

This is Trump's immigration reform policy from 2016. Just delivered in bite-sized pieces.
