The motive as always was greed, wrapped in a political / liberal veneer: Medicare released and set the huge dollar reimbursements for COVID-19 patients on ventilators (basically most profitable type of patient through death), then Cuomo issued the order. So, those 5,000 or whatever seniors were very profitable to the nursing homes. Let's say each life is worth $5,000,000, that is what $25 billion in wrongful death claims? I can't imagine that none of the class action lawyers in NY are going to pass up that, despite all being Democrats typically. Cuomo's subsequent order giving the nursing homes immunity would be easily be defeated in theory, but the judges there would likely be a problem.
