No, I had a friend I recently converted come here, she had to sign up.
Granted, it WAS when the DDOS was happening, but DDOS doesn't force signups, mods force signups.

Maybe they temporarily enabled it partially to circumvent an attack.
My guess would be that they had a large number of shill accounts sign up or something.
