The problem is a lot of these folks were taught, over and over again through their lives, that they are completely and utterly unable to do anything about their lives because boogie man racists are hiding around every corner. Back in some mythical time, all the money and resources fell out of the sky and the whites caught it all first. That's the attitude held.
