Well yeah but you can't really prosecute masked people, that's the whole point of antifa. But this at least should serve as a deterrent from people looking to join antifa. I mean the leadership in these cities and states will still set them free with zero charges, but every little bit of legislative or executive power helps to send the message that at some point, we will start prosecuting this stuff vigorously. Trump needs buy-in from the rest of the political establishment in order to do that.
