No. Executive orders are just... orders... telling federal employees what to do. They aren't laws.

He could sign an executive order saying any federal employees caught using twitter at work are fired. That's about it.

When it comes to domestic issues, the president doesn't have much real power.

That's not true, the president has enormous power because the federal employees have a huge margin of maneuver in what they do.

For example Trump could send ICE to every workplace and deport millions of illegal immigrants.
