Dude in the blue cap? That looks like a beer bottle. My guess is this was a targeted killing. The dude didn't just walk in and start shooting indiscriminately into a crowd, there were people right next to him that would have made much easier targets. He took careful aim and, even though he apparently hit someone else, gave up after the one person was killed. (And the victim was white, so fuck any "racist" conspiracies.)
