Same reason why Chinese for all their money are found lacking. They cannot innovate. They cannot create art. And those that can are censored at best. And any combination of arrest, tortured or murdered at worst. Actually, this same treatment is then applied to their family.

They only recognize what is currently of value and brutally seek to redesign what has been created to reach the conclusion of their own purposes. Not knowing that along that line, what created that value (what they most prize) is actually part of the process itself.

China is at that the later part of that process.

US is the midst of it.
