They just mandated face masks be worn in my city. How, besides writing to the mayor, do we fight this? I can not stand the idea of being forced to wear a germ diaper where ever I go.

Don't wear them? Convince everyone you meet to just ignore the mandate.
If you are to polite to tell them to "FUCK OFF" you can always tell them you have trouble breathing have asthma or you are clausterphobic according to CDC guidelines:
