During March / April, the entire country was only testing 150k. If we were getting the %-positive that we were at that time (20-30%) CA would be seeing 200k cases a day.

Look at some of the largest counties in NY and CA. They have yet to report a single Covid case recovery. The active case count plus number of deaths in the county is equal to total cases. These numbers severely skew the active case count, especially in counties with over 70k cases. In CA alone, of the counties with case totals in the top 10, 5 had yet to report a single recovery. Only deaths and active cases.
