Buying a gun legally is much more difficult than acquiring a gun illegally as a felon. Unless you know the right people or know how to build an 80% lower.

Because he can. I'm going to go out on a limb and guess he already has a felony record. Due to that, he's not allowed to possess a firearm. Under legal definitions a cap and ball revolver is not a "firearm", so he can possess it.
As more info for you: on most cap and ball revolvers you can switch out the whole cylinder. If you have another loaded and prepared cylinder on you it only takes 20-30 second to reload. You are correct that it takes forever to re-prepare the expended cylinder.
but....but....the police wanted him for robbing a place. I mean...he's a criminal. He's already wanted. lol. Why not just illegally carry something that isn't using black powder at that point since you're using it to rob folks anyway. Holy mother of clown world stupid.
