When they were deciding what kind of pandemic to release at their meetings, did someone laugh evily and then say, "A cough would make facemasks normal."?

Do I think it's likely? Not so much.

Possible? Yes. About a year ago a major observation of the Hong Kong protests was the use of masks to prevent facial recognition/scanning. The strategy was out there and its possible it 'inspired' a novel application.

Possibly, but I think it has more to do with the fact that literally everyone occasionally coughs. It's the easiest symptom to work up mass paranoia with.
