The way you stop patterns like that that keep repeating is to cast light on these people and inform the masses right? Its a cycle that needs to be broken, and I think it can be. Pre-internet and mass comms they can go back to obscurity and pop up somewhere else like a new infestation.. I think now that's no longer an option for them. As long as they can be called out.
