Anybody know the actual effectiveness of a wall like this?

I'm glad that something is being built, but I'm not familiar with construction. I understand the pillars make it easy to see through to the other side, but it doesn't look very robust/sturdy, no? I noticed the braces holding the panels up, but I question its effectiveness against ramming.

But, I could have sworn that this is the design the Border Patrol wanted, so I am probably overly critical for no reason.
