The two in the vehicle were unarmed, and not the original SUV that did the driveby shooting. In other words, they executed innocents.

Soon after a white SUV drives next to CHAZ, and several people open fire on the white SUV which crashes into the barrier. The two occupants appear to have been unarmed and just driving by the location.
After the car is shot up and crashed, someone is heard saying "You're not dead huh" and then something about "pistol whipped" and one final shot is heard. Video around 1:40
They executed the driver with that final shot. Turns out they were unarmed teens who may have made a wrong turn into gunfire. It was a different silver jeep that had shot previous.
