9/11 wasnt an election year and it caused almost universally high approval ratings for Bush. Can you imagine today if something like that happened during Trump's term? It wouldn't be a rallying cry for Americans to unite. Trump would immediately be blamed no matter what and it would be politicized against the president- not for the president.
