In Albuquerque several years ago there was a little girl named Victoria Martens. Her mother liked to pimp her out to a rotating crowd of boyfriends. The day after her tenth birthday a meth head she didn't know and Mommy's current boyfriend of the week raped and murdered Victoria while Mommy stood by and watched. When the girl was dead, they dismembered her little corpse in the apartment bathtub and set it on fire.

So now imagine we have no police. Just what exactly is a pack of social workers supposed to do about situations like this? Arrest them, establish a crime scene, take evidence? Doesn't that make them cops?
