I know some states have closed bars, gyms, et. back up again in fear of the 2nd wave

*in fear of the economy recovering.

This fear magically didn't exist for weeks during the blm protests.

The most important metric is the number of people dying of COVID. That number is still falling. All of this current fear is purely political.
