I see it as both of those, but also, as intentional and predatory. The information architects behind these narratives are guilty of crimes we don't even have laws for. I mean sure, the racism of low expectations. But also: violating the social contract, inciting mass racial animus, and tacitly condoning violence in our streets. It's all the same narrative and leads to the same destination in the end.
