I agree he was probably trying to make a joke, but it was completely out of the blue and out of context, and his fumbling response about his "cognitive abilities against the the guy he's running against" (whoever that is!) genuinely does make him look like he has dementia, but actually worse.
Yep. The questions were pre-planted. Biden was actually given a list of which reporters to call on (Alex AP...not realizing AP=Associated Press)...Joe Dementia let that slip out.
Biden could play this off as, "I only heard one question and got suckered with a follow up!" Because he uses his dementia as an excuse and proof he doesn't have dementia.
But the speakers clearly picked up the voice that said, "Two quickies" so Biden will need to come up with an excuse for this.
