In all fairness, it looked to me like Biden was trying to make a joke out of using that phrase before. It still was the most scripted, boring speech....and it's just gonna keep getting worse as time goes on. Dementia is like a little termite that never quits working on your brain.

Yeah, maybe he was joking. In general this was one of his better performances ( not good but better...)
