It looks like it was rehearsed and Biden just blurted it out earlier than he should have. "Lying dog face" seems like a good insult to the question that the reporter was asking to make Biden sound genuine and not a scripted stiff like Hilary. But it's SCRIPTED!!! And the guy whispering in the earpiece screwed up and said the line too early.
