First we need to establish territories (especially with agricultural and energy/power resources) as solidly constitutionally ruled areas. Any communists are to be peacefully deported to socialist territories upon discovery. Then if socialist territories start harassing us or even terror attacks against us (think gaza strip) we retaliate swiftly and without mercy.
