I'd be interested to see what the parts were, I imagine this has more to do with someone trying to skirt restrictions and regulations to sell their cheap chinesium parts, and less about some arms conspiracy.

Probably, gun parts suppliers in the US often buy thousands of "parts kits" from various european countries (no longer allowed to buy from Russia, fuckin idiots) and sell those kits to builders who use them to build a legal pistol/rifle.
These could simply be tons of Chinese AK parts kits that didn't follow the proper procedure for importation.
