ATF has creatively interpreted that part in the past. They redefined an entire shipment of plastic airsoft guns as AR lowers because they claimed you could maybe remachine them into lowers.
We'll.... They aren't wrong.... Some of these airsoft replicas are damn close to the real deal. You seen one? I never thought of it before you mentioned it but it wouldn't be impossible to convert a toy lower into a real lower depending on the specs and quality of manufacturing. I have a polymer lower. Doesn't fit perfectly with uppers but it does fit and does fire.
Young guys and those who haven’t been into firearms very long are a bit naive to the ATF’s fuckery. When they say easily convertible, they mean it can be done by a team of ATF tech branch engineers in a full lab with machine tools that could also manufacture firearms from scratch if they wanted to.
Doesn't look like it from the pictures in the article. Whatever it was, 10k fit into 32 gallon zipper bags. Too bad they took the pictures with them in the bags, glare makes it impossible to tell what's inside.
