That's a legit FFL who imports parts kits. I'm guessing this was the intended recipient and the CBP is just puffing up a benign tax avoidance issue into a "we saved America from thousands of guns" headline. But FFLs are going to get the colonoscopy for any paperwork discrepancies on imports. If the .gov is at that address it would go a long way to confirming my theory and if I'm right I'm pretty sure it's nothing to panic over. Unless of course the FFL is a front but I really don't think that's the case either.
