Americans asked for permission to shut down streets because traffic has the right of way.
Communists squatted in their filth without regard for whose streets those really are.
The demand for the permit put the city in a bind. They can't issue it and allow Americans into the zone. They can't deny the permit to Americans because of the Constitution.
So they dismantled rather than addressed our rights.

BS. The first amendment is not absolute, and violently taking over multiple city blocks and shooting people who you don't like the look of with your own private security force is not a legitimate "petition to the government to address grievances".
"We are not going to hurt anybody, break the law etc. We are simply going to tear down the illegal barriers on public property, clean up the mess these communist kids made, and return the police station over to Seattle Police Department control."
