One of the flaws of free markets is the other side of the coin to one of it's strengths.

Free markets adapt to environment changes extremely quickly. 10 million investors making independent choices based on observations right in front of them.

The down side is a coordinated actor can make long term decisions that the 10 million can't see or even if they see it, can't coordinate. So China can be investing for the 50 to 100 year time frame, while individuals in the US have to be looking at their 401k retirement and a more short term strategy. A State actor can plan and invest in strategies that span past a single human lifetime.
