Restorative justice just means the victim doesn't want to suffer reprisal from the criminal and deal with the courts and then the criminal gets to write 100 sentences "I will not commit crimes" and they're free to go.
I had a friend who moved out there 4-5 years back. His biggest take away was how surprising the homeless problem was out there. He stayed for a year or two before leaving. The next time I saw him he had lost considerable weight, and it was clear he had picked up an old habit. We lost him less than a year later. RIP big guy.
