Oddly the easiest and quickest way to fix the Police Issue is to make the Police Chief an elected office. Since most of the time they are appointed by the Mayor or the city council.

Sure this may not fix the issue outright, but a Police Chief who knows if he doesnt uphold the law and keep his officers in line can easily lose re-election. The same can happen to a Sheriff who cucks easily.
