No, unless there was a "work for hire" contract, the photographer has ownership. And they are supposed to have a signed release from Trump, but maybe not since he is a public figure.
But it is crappy of them to not allow the subject to have some use of the photo.
It's not a "man on the street" photo. Trump obviously would have scheduled a shoot with that photographer and that would include giving him the right to use the photograph. I can't imagine that not being in any contract before he would allow it.
It's a Copyright claim and valid. The NYT reported Trump and owns the image. This wasn't Twitter removing Trumps tweet - This was Twitter complying with the Law.
