No, unless there was a "work for hire" contract, the photographer has ownership. And they are supposed to have a signed release from Trump, but maybe not since he is a public figure.

But it is crappy of them to not allow the subject to have some use of the photo.

It's not a "man on the street" photo. Trump obviously would have scheduled a shoot with that photographer and that would include giving him the right to use the photograph. I can't imagine that not being in any contract before he would allow it.

POTUS is pretty good with contracts... just seems unlikely he would sign away the right to distribute

Or he could have been hired by the producers of the television show and they're the ones that retained the rights to all the photography. It makes more sense to me that the shit birds from NBC would file a copyright claim rather than the photographer.
