As someone who knows a thing or two about computers, the funniest fucking part of this:
99% chance they're not a real hacker. They paid a real hacker group to have their botnet run the ddos. Hacker groups will have landing pages where you can make a payment and put in an IP address and the ddos automatically runs once they have their money.
If somebody sends a bogus DMCA notice to cloudflare they will reply with the IP of the origin server. This is why it's important to use a company like OVH (that already has pretty good flood ddos protection included) for a cheap dedicated server with nginx with connection rate limiting per IP AS A REVERSE PROXY to your real server hosted elsewhere. KEK.
You also need to send mail from an outside SMTP server or service so password reset emails don't end up revealing the true servers IP address. Amazon SES is good for outgoing mail.
Can someone explain to dummy me if we can just log all the originating IPs or whatever bombarding the site and trying to figure out who and where it comes from?
Or if the site can 'learn' from all the dummies loading the site up with junk requests and block them somehow?

Dynamic IPs can be used to mask a range of available locations that can be changed or bridged as needed if any single IP is, say, DDOSed. A simple example that maybe everyone can do here is to consider the home internet and mobile internet in the same group that usually "smartly" turn off and on as mobile data and wifi go in and out of availability. A subnet mask on paper (and via the shell), if you will.

DDoSing a site behind cloudflare is just a waste of time and resources. It also exposes their DoS platforms to cloudflare who mitigates them in other ways and shares the info with other... agencies.
The mods should use the nginx version of mod_security to monitor for x number of invalid login attempts and block the IP at a firewall. I recommended CSF firewall for Linux. This would help with resource starvation attacks against the database since login lookups are non-cachable and rate limit the search and password reset functions as well.
