Best policy is to record. Do facial recognition. Go to their homes and book them. Get all their information and tag them. If they did nothing illegal they are tagged in the system. If they did something illegal they go to jail.

It’s difficult to mass arrest protestors. That’s this system works best. Most of the time it doesn’t even hit the news.
