Her recommendation to people who don't want to buy a mask can stay at home or make one out of a paper towel and hair ties......
Maybe a legal pede can help me understand where a county health department official has authority to make such a mandate. The mandate has no penalty except all government offices and private businesses are instructed to deny service to anyone who enters without a mask.
How is it legal for a government agency or department to deny service to a tax payer for not wearing a mask??
Not a lawyer, but this is in no way legal. Here’s the main reason: the ADA. Unless the department can prove that not wearing some piece of protective equipment is an imminent health risk (eg, if you’re in a welding shop, you probably don’t want sparks of superheated steel flying in your face), they cannot deny service to anyone that refuses to wear it.
This is because the person can claim they have a medical condition such that wearing the equipment is imminently hazardous to their health, and under HIPPA laws the only people that can ask about specifics are licensed medical professionals who are practicing medicine on them
Bonus round: OSHA rules prohibit mask wearing for more than a set (short) period due to how it lowers blood oxygen levels. So if any pedes want to start filing anonymous complaints...
The best part is when they fold them up and shove them in a pocket.

Typically bacteria and virues are riding on particles that are absorbed by the mask but the virus themselves require a suit like in the movie outbreak.
