I saw a spooky internet conspiracy that one of Trumps international goals was setting up a global monitoring system that prevents major transactions like that from occurring bank to bank. Basically it was designed for this exact purpose.

This already exists to a certain extent. That is why international wire transfers takes weeks. There are a lot of validations that need to happen first. FBI can easily be alerted with a few clicks.
