I think the issue was that this time they got some real QBs and there were a lot of them who were thinking they may still have a (real) shot at the NFL. Plus it was a closer style to NFL football than the first time around, so they may have seen it as more of a tryout situation.
Problem is, and where you're right, was that a few of the QBs thought they were better than they were and probably could have benefited by mixing it up with a better ground game. Some of the coaches could have done better by themselves simply crafting an offense around their strengths.
IMO the XFL failed because the talent pool was shallow. Regardless of the entertainment format, much of the league were guys that shouldn't be pro athletes.

Quarterbacks and WRs are so overprotected now that defensive players aren't sure how (or even if) they should hit them. Barely average QBs now easily put up 4000 yard seasons.
