Prior to that it was possible to earn a good wage in these cities without a specific trade or knowledge. You could spend 40 hours a week operating a stamping machine, or whatever, and you could afford a home and maybe some nice things.
Now for people without knowledge or a trade in these cities if you want nice things you've got two options. Luck in an entertainment industry like music or genetic gifts in athletics. Or you can be a gangster.
Chances are as a kid in these communities you hear about the former but see the latter regularly. And we all want a few nice things in life.
Right now way too many people, especially women, are out thinking they're the toughest person on the block because they watch too many videos on the internet. The question of "maybe this guy has a gun..." will end that shit.

If a state defunds or outright shuts down their police departments, and an obvious surge in crime can be proven to be tied to it, can the people responsible be sued?
