They could of made much more if they were not so stupid by black topping IC's. 10x's more money actually. They thought making the parts "look better" would make them more enticing for the US to buy them.

This is exactly what they've been doing all along. This is detailed in Paul Midler's 2009 book, "Poorly Made in China". Midler's occupation was as a go-between for American corporations and their manufacturers in China. Really eye-opening. Lots of corners cut by the Chinese (some unsanitary) without the American corporations' knowledge, which Midler would discover.
In addition, the manufacturers would purposely make large overruns, especially on sports apparel and shoes, to sell on the black market. And they'd take top-secret product designs that American companies had given them with their production orders, then sell copies of these designs at a profit to Chinese competitors. The Chinese competitors would charge less for the stolen-design products and sell to customers in China, America, and other countries. Then the American companies that actually owned the design wouldn't make many sales, with all these knock-offs flooding the market.
You cant black top a capacitor.
Its apparent that no one knows this is an actual thing. Very scary.
What
As long as a plant can prove to a MFR they can make there product with the recommended specs at a cheap price they will label that plant as an "Accredited" plant. Let us say after normal business hours this accredited plant decides to keep running parts using the approved labels and holds on to them.
