Actually, I think it was deliberate malice. The riots helped the Democratic Party (or at least Democrats believed this), so they were promoted and allowed to proceed. The business owners, beating victims, etc were just collateral damage. Haven't we learned by now that the left will do anything, literally anything including mass murder, to stay in power?
