The only time you move is to take communion, and they have made sure the line is never crowded. Overall, it's possible to make the entire service pretty low-risk.
And that's the thing: my own church, like every church I know, has worked hard to make sure they're cleaning everything, making changes like not using hymnals or holy water, etc. Your average pastor, regardless of denomination, just wants to keep people as safe as possible while celebrating faith in community. Plenty of at-risk folks choose to stay home. And people like me, who are low-risk, want our hour of peace and hope every week.
Peace and Hope rests with God. When all is lost He is there. Every moment that you are there before, during, and, hopefully, after.
The governor will try, and it is are job to not be complacent.

God rests in your heart, which means anywhere you are He is. Singing loudly by yourself in any lone location, at your home, with others, or in a crowd He will listen all the same. The governor might want to stamp it, but that is all the reason to sing loudly as possible.
