It's been made legal in many legal in many states to prevent Truckers from being held liable from 'highway protests'. Note most only offer Civil protection - not criminal. In this case the fact the driver was avoiding parked vehicles at night and had to swerve is a mitigating circumstance (of the highest order).
And it did look like a shoe flew off (possibly 2 - I see one behind the car and one in front)! They always fly off. Such a distinctive thing from all the force being thrown through the extremities.
It's basically how judo works!
(and yes - I'm on a dumb sleep cycle what with the 105Fº plus temps - I do evening work when it gets too hot to do much during the day - plus fewer interuptions)
Here are the entities at fault, in descending order: 1. The city of Seattle, that shut down the highways to allow people to protest on it (I'm not sure if I've heard of a more stupid thing in my life); 2. The people protesting (you are in the middle of a highway you dumb fucks, and in addition they have a bunch of lanes blocked with vehicles, so even though the highway is supposedly closed it appears to me their goal would be to make drivers stop their cars at which point they attack them, a script we've seen play out many times in the past). One of the major underlying distortions at the heart of these protests is a lack of understand that actions have consequences. I am in favor of all actions and events that help to teach or remind people of this connection. It is essential.
Also BTW if it was a deliberate attack on the part of the driver, it wouldn't make much sense for them to stop the car after they'd accomplished their (supposed) goal, would it?
DON'T. STAND. ON. THE. FUCKING. INTERSTATE!
Idiots! And shame on the governments for allowing this.
AAAAND the driver will be arrested for reckless driving and felony endangerment watch for it.
