It looks like the 2 people that were hit actually ran to put themselves in front of the oncoming car. If I were the prosecutor, I'd charge those two pedestrians with attempted murder.
The two people (pedestrians) that ran in front of the vehicle attempting to cause harm can't be charged if they die, even though they should be charged.
